COMPETITION BUREAU LAUNCHES STUDY OF COMPETITION IN THE FINANCING OF CANADA’S SMALL AND MEDIUM-SIZED ENTERPRISES
The Bureau is looking to speak with Canadians and businesses with experience in the SME sector.
The Competition Bureau has launched its market study into the state of competition in the financing sector for small and medium-sized enterprises (SMEs). The launch follows a public consultation on what the study should cover, and the Minister of Industry’s approval of the study’s final terms of reference.
The Bureau’s initial observations are that it can be hard for many SMEs to access competitive financing options. We aim to examine competition in the sector and how it can be improved to benefit SMEs and the new and innovative lenders that support them.

Our study is looking to answer the following questions:
- What is the state of competition in SME financing, and how does competition in the sector work?
- What barriers do lenders face when they try to enter the market or grow, and how can these barriers be reduced?
- What would make it easier for businesses to switch lenders?
We will share our findings in a final report, which will include recommendations on how governments across Canada can make SME financing more competitive.

Albertans are encouraged to nominate remarkable community members, business leaders and innovators for membership in the Alberta Order of Excellence. The Order is the province’s highest honour, recognizing individuals who have made a significant and lasting contribution to their communities and to Alberta. Members include Olympians, scientists, farmers, volunteers, business leaders, educators and artists whose work has helped shape the province.
Since its establishment in 1979, 229 Albertans have been invested into the Alberta Order of Excellence.

AUTOMOBILE TAX DEDUCTION LIMITS FOR 2026
The Department of Finance Canada announced the 2026 automobile tax limits. The CCA ceiling for Class 10.1 vehicles rises to $39,000, and tax-exempt employer allowances increase to 73¢/km for the first 5,000 km (67¢ after) in the provinces. Other limits, including leasing costs, prescribed rates, zero-emission CCA, and interest deductions, remain unchanged.

Strengthening Regional Air Service
Reliable, accessible air service is not a luxury for Southeast Alberta. It is a core piece of economic infrastructure that supports business growth, workforce attraction, tourism, health care access, and regional competitiveness. That is why improving air service at the Medicine Hat Regional Airport (YXH) has been a long-standing advocacy priority for the Southeast Alberta Chamber of Commerce.
As a new round of public engagement opens for the City of Medicine Hat’s Airport Master Plan, this is an important moment for businesses to get involved and help the Chamber’s work by participating and encouraging businesses and residents to help shape the future of regional air service.
Why Air Service Matters to Our Business Community
For local employers, air connectivity directly affects productivity, investment decisions, and talent recruitment.

For entrepreneurs and growing firms, it enables access to markets, suppliers, and customers well beyond our region. For the broader community, it supports emergency response, medical travel, post-secondary access, and a more resilient local economy.
Over the years, Chamber members have consistently raised concerns about limited routes, service reliability, and the long-term viability of air service in Medicine Hat. These concerns have informed our advocacy efforts and policy positions, guided by one central belief: a strong regional airport is essential to a strong regional economy.
The Chamber’s Advocacy on Airport Services
The Chamber has actively supported policies and advocacy initiatives aimed at improving air service at YXH, recognizing both the operational realities of regional aviation and the economic cost of inaction.
Our advocacy has focused on several key themes:
- The need for sustainable, reliable regional air service
• The importance of long-term planning aligned with economic growth
• Collaboration between municipal leaders, airport operators, airlines, and the business community
• Clear accountability and transparent decision-making around air service investments
Through formal policy positions and ongoing engagement with the City of Medicine Hat, regional partners, and provincial stakeholders, the Chamber has consistently reinforced that air service challenges require coordinated and forward-looking solutions rather than short-term fixes.
Enter the Airport Master Plan
In 2024, the City of Medicine Hat began developing a comprehensive Airport Master Plan for the Medicine Hat Regional Airport. This plan will guide the future of YXH over the next 20 years, setting a long-term vision for how the airport can support regional air transportation needs and economic development.
Once complete, the Airport Master Plan will outline:
- How airport infrastructure will be maintained and improved
• How future demand will be forecast and planned for
• Opportunities to strengthen the airport’s economic and community impact
• Strategic priorities for airport development and operations
For the Chamber, this process represents a critical opportunity to ensure that the voice of business is reflected in long-term planning decisions that will affect our region for decades.
What We Have Learned So Far
The first round of engagement for the Airport Master Plan is now complete. More than 30 key airport stakeholders participated, including the Chamber and organizations directly connected to airport operations and regional air service. Our input helps to shape both the Airport Strategic Plan and the Social and Economic Impact Study, both targeted for completion in Q1 2026.
Key themes emerging from this initial engagement have been summarized in a publicly available What We Heard Report. These insights reinforce many of the messages the Chamber has heard from its members over the years, including the need for stability, clarity of vision, and stronger alignment between airport planning and regional economic goals.
Public Engagement Now Underway
The second round of engagement is now open, and this is where the broader community has an opportunity to weigh in. Community members, businesses, and organizations across Southeast Alberta are invited to participate through several engagement opportunities.

IMPROVING ACCESS TO PEDORTHIC CARE THROUGH ADVOCACY AND COLLABORATION
In early 2025, the Southeast Alberta Chamber of Commerce was approached by one of our members to support advocacy related to Workers’ Compensation Board (WCB) claims for pedorthists. While initial conversations on this issue had taken place as early as 2023 through industry advocacy, industry members sought the Chamber’s support to help move the work forward as it remained unresolved since that time.
At the heart of the issue was a gap in pedorthist eligibility and billing recognition within WCB processes. This gap was creating barriers for injured workers attempting to access qualified health care professionals trained in foot and ankle care, particularly outside major urban centres.
In rural regions such as Southeast Alberta, limited provider recognition can have a significant impact on both access to care and recovery outcomes.
Recognizing the importance of timely, appropriate treatment, the Chamber engaged with government representatives, WCB Alberta, and Alberta’s Ministry of Jobs, Economic Development and Trade to explore how industry concerns could be addressed. Our goal was to better understand eligibility criteria, application processes, and any contractual requirements affecting Allied Health Professionals within the WCB system.
While the Chamber was familiar with WCB’s authorized provider networks and available forms and guides, it became clear that contracts and billing recognition were in place for some Allied Health Professionals, but not others. This inconsistency limited system flexibility and, in some cases, resulted in higher costs or delays for workers and employers.
Our Chamber believes that expanding access to a broader range of Allied Health Professionals, based on clinical competencies, creates a more sustainable, affordable and accessible workers’ health care system. Equitable recognition across disciplines helps ensure workers receive the right care at the right time while supporting cost-effectiveness and downtime for employers.
We were pleased to collaborate directly with WCB staff who worked with us to better understand industry concerns and identify opportunities for process improvements. Over a four-month period, we maintained regular discussions to clarify challenges, review internal processes, and identify practical solutions.
As a result of this collaboration, WCB provided access to the Prosthetic and Orthotics Fee Guide and developed a new pedorthist-specific fee schedule. This new billing guide provides clarity on eligible services and fees, helping to streamline service delivery across the network and reduce uncertainty for providers and patients alike. As of December 2025, the Pedorthist Billing Guide is now published on the WCB Alberta website and will be accessible by searching “pedorthist” or “billing” on the site. WCB website
The Southeast Alberta Chamber of Commerce appreciates the time, openness and commitment demonstrated by WCB staff in addressing this issue. This work represents a meaningful step forward for pedorthists, injured workers and employers, particularly in rural Alberta. We will continue to advocate for our recommendations on Equitable Billing and Referral Privileges for Allied Health Professionals as part of our ongoing efforts to improve system efficiency, patient access, and outcomes across Alberta’s workforce.

Each of these agreements has the potential to create business opportunities and improve market access for Canadian goods and services in several fast-growing economies around the world. Public consultations will help shape Canada’s negotiating positions, ensuring benefits are maximized for Canadians by reflecting their specific interests and priorities. Canadian Chamber Statement on Canada-China Strategic Partnership
In response to the announcement of a strategic partnership between Canada and China focused on energy, agri-food and trade, the Canadian Chamber has published the following statement:
"This agreement is a cautious first move by both Canada and China to step back from the tariffs and trade friction that have weighed on the relationship for almost a decade. Extending reduced tariffs on Canadian canola seed, canola meal, lobsters, crabs, and peas through 2026 is significant and provides needed certainty for farmers, processors, and the agri-food supply chain. It has taken a considerable amount of effort over months to get us here, and we commend the Prime Minister, Ministers, Premiers and other members of the delegation in getting us to this place.
Canada’s agriculture and agri-food sector supports one in nine Canadian jobs. It’s a monumental 7% of our of GDP annually. It’s simply fundamental to Canada’s economy and trade, with food, fuel, and fertilizer at its core. While renewed engagement with China is welcome, other parts of the agriculture sector have been shut out of the Chinese market for years and will see no relief today.
Canada is right to re-engage with the world’s second-largest market, but expanded access — particularly around EVs and advanced technology — raises real implications for Canadian manufacturers, cyber security, and our USMCA commitments. Any renewed partnership must be built on clear, enforceable rules that both sides are prepared to follow."

- By March 1, 2026, Canada expects that China will lower tariffs on Canadian canola seed to a combined rate of approximately 15%. China is a $4 billion canola seed market for Canadian producers, and this change represents a significant drop from current combined tariff levels of approximately 85%.
- Canada expects that Canadian canola meal, lobsters, crabs, and peas will not be subject to relevant anti-discrimination tariffs from March 1, 2026, until at least the end of this year.
- With this new trade agreement, Canada also expects to see a resolution of many long-term trade obstacles for a range of important agricultural sectors, from beef to pet food.
- In exchange for tariff reductions on Canadian agri-food, Canada will allow 49,000 Chinese EVs into the Canadian market at the most-favoured-nation tariff rate of 6.1%. This quota is expected to rise by about six percent annually, reaching 70,000 in half a decade.

EMPLOYEE PERFORMANCE MANAGEMENT: USE THE SMART APPROACH
For too many businesses, employee performance leaves a lot to be desired. Either, it’s not done at all or it’s done poorly and leaves both parties unsatisfied. Mention the topic to many people and their eyes either glaze over or roll upwards, acknowledges BDC Advisor Irene Lis, who specializes in human resources management.
“Performance management does improve productivity and profits,” Lis says. “But, unfortunately, many organizations don’t understand the process and it’s often just a paper-shuffling exercise with little value.”
Instead, employee performance management needs to be a continuous and regular face-to-face dialogue that strengthens employee-manager relationships and drives the company forward. The benefits to the business and to employees are significant.
“It shouldn’t be something painful you do once a year, like going to the dentist,” Lis says.
She says the key to successful employee performance management comes down to two words: No surprises. Employees need to know it’s a win-win situation, not “gotcha!”
