Canada’s Defence Investment Plan (2025–26)
The federal government has announced over $9 billion in new defence funding as part of the Our North, Strong and Free policy, committing to meet NATO’s 2% GDP target.
Key investments include:
- $2.6B for military recruitment and retention
- $844M to repair and maintain critical infrastructure
- $1B to strengthen Arctic defence
- $560M for digital and cybersecurity upgrades
- $2.1B to launch a new Defence Industrial Strategy
- $2B to diversify international defence partnerships
The Canadian Chamber of Commerce welcomed this move, highlighting the opportunity it presents for Canada’s resource, aerospace, innovation, and critical minerals sectors—as well as its potential to bolster global trade and supply chain leadership. Bill C-5 - new Internal Trade and Major Projects Legislation
The federal government has introduced Bill C-5: The One Canadian Economy Bill, aimed at strengthening national competitiveness by accelerating approvals for major infrastructure projects, improving labour mobility, and reducing interprovincial trade barriers. Key measures include establishing a single-window Major Projects Office with Indigenous consultation, mutual recognition of goods and services across provinces, and a commitment to eliminate remaining federal exceptions under the Canadian Free Trade Agreement by July 2025.

Occupancy Permits: Going with the flow... chart
Launching or relocating a business can come with uncertainties, but the City's Planning and Development Services (PDS) wants to help and make the process smoother. The newly developed Occupancy Permit Flow Chart provides step-by-step guidance to help navigate occupancy requirements. To further support the journey, PDS also introduced a Professional Involvement Guideline, outlining when expert assistance is required or could benefit a project.
While professional involvement may not always be necessary for opening a new business, engaging the right experts early in any commercial project can streamline processes and set you up for success. This information was placed on relevant pages on the City's website like Commercial Business and Building a Commercial Space to make it accessible when you need it.
Municipally Controlled Corporation public hearing reminder
The City of Medicine Hat is exploring the possibility of transitioning our distribution and electric generation energy governance to a Municipally Controlled Corporation (MCC) with a Rate Review Committee. They held two public Q and A sessions in early June to answer questions from the public, and on June 24 at 4 p.m., our community has an official opportunity to provide feedback at a public hearing in Council Chambers. This is the community’s chance to share their thoughts with City Council before they decide on whether to proceed.
In preparation for the public hearing and information sessions, they recommend watching this 90 minute segment from the May 20 City Council meeting where the energy team outlines the Municipally Controlled Corporation business structure, value proposition, Rate Review Committee structure, unanimous shareholder agreement, and the process for this proposal.

A Shout out from Invest Alberta on new solar facility in Duchess
Invest Alberta profiled a recent article about Canada Infrastructure Bank (CIB) and their partnership with Alberta Indigenous Opportunities Corporation to provide $48.1 million in financing to support a 19.8-megawatt solar facility being constructed in Duchess, Alberta.


Silver Sage Ag Society’s Vision Moves Forward
County of Newell Council has endorsed the Silver Sage Ag Society’s early-stage concept for a major facility upgrade, which includes a new Events Centre, campground, and relocated rodeo grounds. The goal is to boost tourism and expand event capacity in the Newell Region. While supportive, Council raised concerns about potential overlap with existing venues like the Centennial Arena and JBS Canada Centre, especially given the region’s limited population. However, Silver Sage was recognized as uniquely positioned to attract rural and provincial audiences for agricultural and western-themed events, filling a gap in regional hosting capacity. Progress on Tax Equity: Narrowing the gap between residential and non-residential property taxes
In 2015, the Southeast Alberta Chamber of Commerce first drafted a policy on Narrowing the gap between residential and non-residential property taxes, as Non-residential properties continue to pay a greater proportion of property taxes than residential rate payers. We have worked since that time on advocating for that gap to be narrowed, as well as various improvements to the City's tools and communications. It was determined in May 2025, that we could mark the official policy as complete with a Letter to Medicine Hat City Council May 28, 2025 and a commitment to continue to monitor progress annually.
We know that property taxes have important implications for economic competitiveness. In jurisdictions across Canada, studies have shown numerous ways in which businesses pay a disproportionate share of the tax burden. This problem is not Alberta’s alone and others have tried to solve it. For example, some jurisdictions have opted to recommend a rate ratio cap, effectively preventing the ratio from getting too large. Others have followed this trend, but singled out small business to benefit from a lower tax gap ratio at a quicker rate than they were able to implement for all business.
As in previous years, our analysis focuses on comparability with similarly sized municipalities across Alberta. While a full provincial comparison will not be available until December 2025, early indicators suggest that Medicine Hat continues to make progress in narrowing the non-residential tax gap, based on the most recent available data for 2025.
There has been progress on the Tax Ratio and although the 2.0 tax rate target has not been formally adopted as policy, the non-residential tax rate has improved and now ranks in the top half of Alberta municipalities. We know Council continues to receive annual options in April that include narrowing the tax gap. In 2025, the approved recommendation reflects a smaller gap, which we view as a positive step.
The City has also made commendable improvements in the availability and clarity of property tax information, as well as the improved property tax calculator, the GIS assessment map, and e-tax options, which we believe support a better understanding among taxpayers.
We also know that 2025 presented unique challenges that are largely external with the increase in the provincial education tax, the assessment shortfall and possible variances in provincial grants in place of taxes.
We have recommended City Council continue to revisit the issue each year to monitor developments and ensure continued alignment with business community interests to reduce the property tax gap and encourage future development. The challenges we have experienced with slowed growth and rising costs for municipal services across the community amplify concerns with the tax burden and will continue to do so moving forward without further assessment growth.

National Indigenous Peoples Day
The event, and all City efforts within National Indigenous History Month, will honour the rich history, traditions and cultures, and important contributions of Indigenous peoples in the community.
The event is set for Friday, June 20th from 1 p.m. to 3 p.m. at the City Hall plaza by the clock tower. A tipi will also be set up outside of City Hall on the grass near Finlay Bridge. Event refreshments will include Bannock, tea, coffee and water. Informal drumming and dancing may continue in the tipi area.
The City of Medicine Hat will be partnering with several organizations to provide and promote Indigenous programming and events throughout June. More information on these opportunities can be found at medicinehat.ca/NIPD.

Nichole Neubauer of Neubauer Farms Awarded 2025 Alberta Order of Excellence
The Southeast Alberta Chamber of Commerce is proud to extend our congratulations to Nichole Neubauer for being named a recipient of the 2025 Alberta Order of Excellence, the province’s highest honour.
Nichole Neubauer, co-owner and operator of Neubauer Farms near Irvine, Alberta, has long been a champion of agricultural education and community engagement. A fourth-generation farmer, Nichole has dedicated her life to not only stewarding the land but also to fostering a deeper understanding of agriculture among Alberta’s youth. Since 2005, over 22,000 students have visited Neubauer Farms through the “Growing Minds” program, gaining firsthand insight into where their food comes from and the importance of sustainable farming.
In addition to her work on the farm, Nichole played a pivotal role in the creation of the Irvine School Agriculture Discovery Centre, a student-led farm located directly on school grounds. Her leadership and vision have made her a respected voice in agricultural circles, earning her numerous accolades including the King Charles III Coronation Medal, Queen Elizabeth II’s Platinum Jubilee Medal, 2024 MHC Honorary Applied Baccalaureate Degree Recipient, the Women in Business Inspire Award, and the Medicine Hat & District Chamber of Commerce Small Business of the Year Award.
Nichole also served as a founding director of Results Driven Agriculture Research (RDAR), contributing to the advancement of innovation and sustainability in Alberta’s agriculture sector.
The Alberta Order of Excellence recognizes Albertans who have made an outstanding provincial, national, or international impact. Nichole Neubauer joins a distinguished group of leaders whose contributions have shaped the province’s future. Medicine Hat Jazzfest 2025
Now in its 29th year, Medicine Hat JazzFest continues to be one of the city’s most anticipated summer events—blending world-class music with a strong sense of community and place. From June 17–22, downtown venues, open-air patios, and even an airport hangar will come alive with jazz, funk, soul, Latin, and more.
This year, JazzFest introduces two exciting additions. First, the Youth Jazz Intensive, a new initiative that brings top Canadian jazz educators to mentor emerging Alberta talent, culminating in a public performance at the festival’s Hangar Dance Party.
Second, that Hangar Dance Party—always a festival favourite—is expanding, with a full afternoon and evening of music, dancing, and all-ages fun at Super T Aviation on Saturday, June 21 from 3–9 PM.

The festival continues to offer a mix of free and ticketed events, with a $20 Youth Ticket for attendees 25 and under, and affordable full-week passes. Performers this year range from JUNO-nominated drummer Sanah Kadoura to high-energy favourites Shuffle Demons, and celebrated Albertan talent Cheryl Fisher.

Employment Pathway Grant
The Alberta Workforce Consultant team is pleased to host an information session on the new Employment Pathway Grant, which provides funding to support training, skill development, attraction, and retention of Class 1 commercial drivers in Alberta. A guest presenter from Alberta Transportation and Economic Corridors will discuss the grant, which supports employers to invest in their workforce and secure training for new Class 1 drivers. Alberta’s government is investing more than $20 million in industry-funded TIER dollars
Alberta is investing more than $20 million to help Alberta’s drilling experts develop new technologies to keep responsibly powering the world. This funding will launch the Alberta Drilling Accelerator program and keep pushing Alberta’s drilling expertise to greater heights.
