Conclusion to Spring Session and Changes to Provincial Cabinet
Following the conclusion of the spring sitting of the legislature, and the resignation of the Honourable Ric McIver from his cabinet position to serve as Speaker of the Legislative Assembly of Alberta, Premier Smith has made changes to her cabinet and caucus leadership. Those members taking on new roles include:
- Minister of Advanced Education, Myles McDougall
- Minister of Hospital and Surgical Health Services, Matt Jones
- Minister of Indigenous Relations, Rajan Sawhney
- Minister of Jobs, Economy, Trade, and Immigration, Joseph Schow
- Minister of Mental Health and Addiction, Rick Wilson

- Minister of Municipal Affairs, Dan Williams
- Minister of Primary and Preventative Health Services, Adriana LaGrange
- Minister of Tourism and Sport, Andrew Boitchenko
- Associate Minister of Multiculturalism, Mohammed Yaseen
- Associate Minister of Water, Grant Hunter. Additionally, Grant Hunter will be serving as the Chief Government Whip.
The Honourable Demetrios Nicolaides will be adding childcare to his portfolio and become the Minister of Education and Childcare. The Honourable Jason Nixon will also see his title changed to the Minister of Assisted Living and Social Services to reflect his oversight of Assisted Living Alberta. Each of the four health care agencies – Primary Care Alberta, Acute Care Alberta, Assisted Living Alberta, and Recovery Alberta – are now established, and will now each have a corresponding minister responsible. During this spring’s session, Budget 2025 delivered the promised income tax cut, saving families up to $1,500 per year. The Automobile Insurance Act was passed along with legislation to expand energy options by enabling hydrogen blending and making critical reforms to ensure Albertans have access to affordable, reliable utilities when they need them most. The Compassionate Intervention Act introduced a new approach to addressing the addiction crisis. Legislation was also passed that implements lessons learned during previous emergency responses and empowers municipalities through expanded options for local policing. Alberta’s government is freezing its industrial carbon price
In response to feedback from industry leaders, Alberta is freezing the industrial carbon price at the current rate of $95 per tonne of emissions. This freeze provides certainty and economic relief to oil and gas, electricity, petrochemical, manufacturing, cement, pulp and paper, mining, forestry and other sectors employing tens of thousands of workers across the province. Water Availability Engagement
The Government of Alberta is gathering input to help enhance the water management system and make more water available to use for years to come. In phase 2 of the engagement, you can provide insight on the proposed Water Act amendments that have been identified based on feedback received during the first phase of the engagement. These proposed changes seek to increase the availability of water to Alberta municipalities, businesses, and agricultural producers, while continuing to protect the environment. Population growth, economic growth and water variability are challenging the water management system in Alberta. New or updated policy and regulatory tools could be used to increase water availability for Albertans and optimize the water management system. Find out more and get involved.


Building Alberta’s future workforce with work-integrated learning
The Government of Alberta’s $15M investment in Mitacs is a strong signal of commitment to developing future-ready talent. Since September 2022, the Alberta Chambers of Commerce has helped facilitate 275 Mitacs internships through our Work-Integrated Learning initiative—supporting students, businesses, and innovation across the province. This investment will help scale impactful solutions that connect education to employment and drive Alberta’s economic growth. Understanding CUSMA compliance
For the vast majority of goods (over 98% of tariff lines and over 99.9% of bilateral trade between Canada and the U.S.), traders can claim preference under the CUSMA if they meet the Agreement’s rules of origin. To qualify for preferential treatment when imported into the U.S., a good must meet the CUSMA rules of origin, which determine how much production must be undertaken in North America for goods to be considered originating under the Agreement.

If a good meets the rules of origin, it is not automatically granted duty-free tariff treatment. This benefit must be claimed by the importer on the basis of a certification of origin. Goods that do not satisfy the rules of origin are considered non-originating and are not eligible for preferential tariff treatment under the Agreement. Some Canadian exporters have not sought preferential treatment under the CUSMA, because they previously traded with the U.S. under the broader tariff regime applicable to all World Trade Organization members (Most-Favoured Nation trade status), often with very low or zero tariff rates.
These goods are now subject to the U.S. IEEPA (border and fentanyl) tariffs unless they meet the CUSMA rules of origin and make a claim for preferential tariff treatment. Find out more

As part of Canada’s ongoing support for Canadian businesses facing the unjustified tariffs imposed by the United States, small and medium-sized enterprises (SMEs) can call the Government of Canada’s dedicated phone line for information on CUSMA compliance. The new hotline, available at 1-833-760-1167, offers advice on:
- CUSMA rules of origin
- certification of origin
- resources for customs procedures at the U.S. border.
The hotline is operational Monday to Friday, from 9:00am to 10:00pm MDT

New property tax system may help weather a potential Canada Post service disruption this month
A possible Canada Post service disruption could begin later this month near the time Medicine Hat’s property tax notices will be mailed. The City’s new property tax system allows owners to view and pay their taxes online.
The City of Medicine Hat will mail property tax notices on Wednesday, May 21, at which time they are legally deemed to be received. If a strike happens, the service disruption will impact the delivery of paper tax notices.
On March 10, the City of Medicine Hat implemented a new tax system that allows improved online functionality for property owners. To set up their account, property owners require an access code which the City planned to have printed on the paper tax notices set to be delivered this month.
“Since the paper notices may be delayed, we’re letting everyone know that they can email or call our office and we can provide their access code in advance so that they can manage their 2025 tax affairs online if a mail disruption occurs,” said Schmaltz.
If there is no strike, the mailed paper copies will be delivered as usual. On eTax, users can access view their assessment and property tax notices online, sign up for paperless billing, and pay their taxes with a credit card.
Anyone wanting their access code or assistance setting up eTax can contact Customer Care at 403-529-8111, tax@medicinehat.ca, or visit in person on the main floor of City Hall at 580 First Street SE.
Users will then create an eTax account at medicinehat.ca/eTax. Property taxes are due June 30, 2025. An 8.5 per cent late penalty is charged on unpaid tax balances on July 1, 2025.
State of the Industry report released on manufacturing in Southeast Alberta
Medicine Hat Economic Development (MHED) has released the second of two industry-specific business retention and expansion studies (BREIS), focusing on the manufacturing, warehousing, and distribution industries in Southeast Alberta. The "State of the Industry: Manufacturing in Southeast Alberta," report offers vital insights for business leaders, policymakers, and community stakeholders. The report highlights the strength and resilience of our manufacturing community and provides a roadmap for how we can better support growth, innovation, and long-term competitiveness. One month before Community Spirit Award nominations close!
We are a month away from the application window for Community Spirit awards closing. If you know a local resident who has made a significant contribution to the community, consider an application on their behalf today!
Nominations require a completed form asking for a description of the person's contribution, the impact they’ve made, and additional awards they’ve received. The nomination package also asks for letters of support, one from the nominator, but you may also want to include letters from other community organizations or people connected to your nominee. This process takes a bit of time, so don’t wait to get started. You will also need a brief biography or resume and a high-resolution photo of the nominee. Read the nomination information, and don’t delay!
After June 16, all nominations packages will go to the Community Vibrancy Advisory Board for adjudication. Following City Council endorsement, an awards gala, on October 8, will celebrate those individuals in our community receiving these awards.
What does a City Councillor do?
Whether you’re considering running for office or pondering how to cast your vote, it’s important to understand the role of a City Councillor.
The Municipal Government Act (MGA), a 600-page document, clearly defines the role of municipal government and its elected officials. As most of us aren’t likely to read the entire act, here are the basics:
- Council’s primary role is to ensure that services are provided to residents and property owners. This involves creating policies about what programs and services are to be delivered, the level at which they are delivered, and the budget required. They evaluate these policies and programs based on information they receive through the City Manager, and feedback from the community.

- As the elected officials of the community, our councillors are responsible for ensuring the concerns and needs of our residents are heard and addressed. They pass bylaws or resolutions at public meetings that define the policies and direction that city staff then put into action. This includes reviewing and approving the City’s budget.
- City Council is responsible for ensuring the municipality acts within legislation and meets all relevant requirements, such as appointing an auditor, holding public hearings on certain matters, developing a budget and levying taxes.
- City Council provides governance of the municipality, while administration (City staff) oversee operations. Governance includes setting policies, approving bylaws and budgets, and making decisions that guide the community’s future (big picture). City staff then use these policies, bylaws and budgets to oversee the day-to-day operations, services and programs in the municipality.

On May 13, Prime Minister Carney unveiled a new and reconfigured Cabinet. Over half of the Cabinet has never previously served in a ministerial role. The new Cabinet features both new and familiar names in key portfolios that will touch on Canada-U.S. affairs.
